DEFINITION: 
Manages the financial, accounting, facility, building maintenance and environment of care functions to ensure effective operations, budgeting, control, reporting and accounting for agency finances and assets including the Endowment and Retirement funds.  Oversees Information Systems department, providing high level leadership.

DISTINGUISHING CHARACTERISTICS:
The CFO has responsibility for developing and managing an effective fiscal structure including the entire recording, reporting and analysis of agency financial data.

The CFO is responsible for preparing the annual budget by compiling all the data needed to forecast the coming year's revenue from all sources, and the anticipated expenses of the entire agency.  The budgeting process requires input from inside and outside the agency, and necessitates the ability to gain cooperation and commitment from other people.

Managing the buildings, facilities, leases and equipment of the agency requires broad knowledge of properties, prices and services needed to keep agency offices and equipment in good physical condition while controlling operating costs.

The financial analysis and statistics prepared in this position provide the basis for many management decisions.  The development of new agency programs and plans and their future success depends on accurate and sufficient financial information about current and former programs.

PRINCIPLE DUTIES:

  • Prepares the agency's annual operating budget; forecasts income and expenses for the year in conjunction with the CEO, administrative and management staffs and Investment Advisory Committee; compiles data and participates in the presentation of the budget to the Investment Advisory Committee, the staff and the Board of Directors.
  • Develops and supervises accounting systems and procedures, and monitors all expenditures, reviewing accounts to be charged and ensuring that expenses and revenue are properly allocated within the agency's operations budget; keeps CEO advised of financial changes including projected income and expenses. 
  • Supervises Business Office Manager, accounting staff, and maintenance personnel. Interviews, hires, trains and evaluates the performance of direct reports. 
  • Monitors cash flow and uses the investment income account to maximize return on available income. 
  • Supervises the Accounts Receivable function and the preparation of monthly, periodic and annual financial statements. 
  • Analyzes fee structures and pricing for services provided to the agency, and makes recommendations to control excessive costs.  Monitors financial performance on contracts.
  • Establishes and monitors procedures for controlling and preserving agency assets; keeps CEO advised regarding the status of endowment, pension and restricted funds of the agency and provides staff leadership to the Investment Advisory Committee. 
  • Works with the outside independent auditors to facilitate the annual consolidated audit including preparation of schedules in advance of the audit engagement.
  • Prepares timely fiscal and budgetary materials required to complete proposals for agency contracts and third party relationships; monitors reimbursement for services rendered to ensure that the billing system is effective and that revenue from third party payers and contracts is maximized; meets reporting deadlines established by the payers. 
  • Manages the environment of care including physical facilities, buildings, agency properties and equipment; negotiates rental and lease agreements for properties and equipment and recommends purchases and replacements. 
  • Chairs the Safety Committee which is responsible for developing written policies, procedures and rules for the protection of clients, staff and visitors; reviews and monitors compliance with procedures for protection from fire, disaster, incidents and accidents; makes regular Safety reports to the QI Committee and the Board of Directors.

  • Strong accounting knowledge and finance skills with the ability to organize efficient procedures and reporting processes. 
  • Thorough understanding and knowledge of agency philosophy, goals, policies and procedures. 
  • Good communication skills with the ability to interpret financial statements and budgets in understandable terms. 
  • Knowledge of computer systems and effective use of accounting/financial software.  
  • Knowledge and ability to apply accounting standards.

DESIREABLE QUALIFICATIONS:
  • College Business/Accounting Degree; Masters Degree in Accounting/Finance preferred. 
  • Minimum of 10 years experience as Controller in a medium sized firm. 
  • Experience supervising and managing an accounting staff. 

PHYSICAL CHARACTERISTICS:

  • Requires the ability to speak, see and hear;
  • Requires frequent movement about the office;
  • View the computer monitor;
  • Occasional lifting or carrying up to 10 lbs;
  • Ability to handle unexpected problems arising from administrative or operational issues

WORKING CONDITIONS:
  • Well lit office with good heating, cooling, and ventilation system.
